Questions worth asking

A few things to know before you try Sunwai.

Is this connected to CPGRAMS?

No. Sunwai is an independent prototype built for a hackathon. It is not affiliated with, endorsed by or connected to CPGRAMS or any government body, in either direction. Nothing you file here reaches a real department, and no real grievance data is read.

Then what is actually being demonstrated?

The mechanism. CPGRAMS already routes, tracks and disposes grievances against a 21-day standard, and its appeal channel disposes 93.84% of what reaches it. Sunwai keeps the citizen’s answer on the case itself — and everything downstream of it: reopening in place, a decoded reply, and an appeal drafted from the case's own facts.

Can I really phone the number?

Yes. It is a real Indian landline and it answers day and night. Describe a problem and a case is filed while you are on the call, with the number read back before you hang up. You are talking to an AI, and the case it creates lives only in this prototype.

Why can a closed grievance not simply be reopened?

Because the portal is not built that way. Its own FAQ tells you to lodge a fresh grievance instead — which is counted as a new receipt and disposed all over again. DARPG's 2026 analysis found that happened to 5.01 lakh grievances between 2022 and 2025, and asked for “a mechanism to track correction status.” That request is what this prototype is.

There is no real department. So who answers my case?

You do, and the demo says so on the page. Under the case there is a panel where you take the department's decisions — the five moves an officer actually has under Annexure-A of the 2024 guidelines. It is labelled as a simulation because pretending otherwise would be the one dishonest thing in the build.

What can other people see?

Your cases are readable only by you; that is enforced in the database, not in the interface. The public status page shows the shape of a case — department, stage, dates, deadline — and never its contents, because case numbers run in sequence and would otherwise be guessable. Email addresses are not verified in this prototype, which is a stated trade-off: an unverified address is not proof of identity.

Which parts use AI?

Three. Reading your complaint into a routed case and working out which details the department will demand; reading the department's closing reply back to you in plain language; and the phone line, where Sarvam does the listening and speaking. If any of them is unreachable the site falls back to keyword rules, says so on screen, and still files your case. No model ever closes or reopens a case — only you can.
